THE Court of Appeals (CA) has affirmed the Energy Regulatory Commission’s (ERC) finding that the Philippine Electricity Market Corporation (PEMC) is a government-owned and controlled corporation (GOCC), thus, it is not entitled to certain components of its budgetary requirements for 2018 in the amount of P373.2 million.
