THE National Grid Corporation of the Philippines (NGCP) has strongly urged the Department of Energy (DOE) to withdraw two circulars that effectively allow other entities to build transmission facilities, arguing that allowing transmission projects outside the official transmission grid plan disrupts network coordination and design.
